For sight seeing inside Agra, best is to hire an auto rickshaw. Anything between INR.300-400 would be charged for trips to Agra Fort, Sikandra, Eimad-ud-Daulah.

For a trip to Fatehpur Sikri, you can again take an auto, the rate of which varies.

You can even avail the bus trips conducted by tourism department from 1030 to 1830 hours. They are good ones.

With the budget you have, it is difficult to stay near Taj Mahal. So, extra auto fare for visiting Taj would be needed. It is not required to hire the auto for the entire trip. Take an auto...reach Taj...lei it go. Take your time inside Taj and there will be no dearth of autos while returning.
