First of all, sorry for being a spoil sport but its not safe to go to hill stations during monsoon and that too with entire family.
River Rafting is not allowed during monsoons, jungle walks would be avoided as the trail becomes slippery, and the city get terribly muddy and dirty during rains. Its my personal experience as I went last year in July.
However if you still want to go,I would recommend Ganga beach .
Its conveniently located in Tapovan Sarai away from the maddeing crowd and dirt.
If you are considering options nearby delhi only, then I would suggest to go to shimla. Its conveniently connected by toy train which is in itself a nice experience.
Gulmarg, srinagar is also pleasant these days. You can also visit Rajasthan during this season.
Cheers
Preeti

Dear Karthik:
If you are not particular about 'star' hotels, GMVN tourist hotel near Bus stand is a good one, peaceful, very clean, family type, take 2nd floor rooms, Manager is great person. As a friend said, rainy season will not be good for Rishikesh or most of the places in Uttarakhand because of land slidings. You may also go to Deoprayag (look for http://www.deoprayag.blogspot.com), it is 2 hrs journey by bus from Rishikesh, costs about R65 one way. Midway, you can stay at Kaudiyala for a night again at GMVN toursit place right at Ganga bank, sleep with Ganga water flowing -sound. You can also take a full taxi for R85 per person one way. Rishikesh and most of the town there are 'dry' and difficult to buy non-veg. You can carry your own. Good luck.

I would tend to agree with someone who posted a reply earlier that it is not a very good idea to do Rishikesh during the monsoon season. However, if you are looking at just being in a cosy place beside the river and perhaps enjoy the beauty and the rain, Glass House on the Ganges or the Himalayan Hideaway would be a good idea.
