Dear Sir,
Beach facing hotel namely Puri Hotel and Victoria Hotel & other hotel also.But this two hotels are reasonable in Room rent & cost of food within your budget.

Bit Away from crowded Swargdwar

1. Hotel Samudra
2. OTDC PanthaNivas or Nilachal Ashoke
3. BNR - I have stayed there for 3 nights
4. Holiday Resort

If you want to be with Crowd and have fascination to stay nearer to swargdwar then

1. Victoria
2. Seagull
3. Puri Hotel

There are many beach facing hotels near Swargdwar and CT road. Swargdwar area is in market place, it looked very crowded to me. Beaches in CT road are more secluded and comparatively less crowded. Some hotels in that area are

Chanakya BNR
Panthaniwas
Holiday Home etc.

I stayed in Chanakya BNR and liked it. Reviewed the hotel also. It should be more or less in your budget too.
